With over four decades of dedicated service in environmental investigations and regulatory affairs, Dave boasts extensive expertise in all facets of Industrial Pretreatment program management. His comprehensive skill set encompasses proficiency in pretreatment permit management, FOG/POGS, source control, local limits, enforcement response, ordinance drafting, program administration, and emerging pollutant investigations. He has experience in multiple pretreatment programs throughout Colorado, both approved and unapproved. He has extensive experience in PFAS investigations and sampling, bringing pretreatment enforcement to criminal cases, managing permits from both the pretreatment and private sectors, and overseeing FOG management initiatives from multiple vantage points, including as a waste pumper.

Dave has used his experience to serve the pretreatment and environmental community with stints as the Chair, Co-Chair, and Education Chair of the Colorado Industrial Pretreatment Coordinators Association (CIPCA), the first Chair of the Region 8 Pretreatment Association, and a member of the Colorado Environmental Crimes Taskforce. Widely recognized as a leader in the Pretreatment field in Colorado, Dave is frequently sought after for his guidance and expertise, addressing challenges of all magnitudes

In his spare time, Dave enjoys spending time with his wife and dog, scuba diving, and working on building his retirement home in the mountains.

Kayla Sibigtroth

Kayla boasts a decade-long tenure within the intricate realms of environmental regulation, with a dedicated focus on Industrial Pretreatment Programs (IPP). Her distinguished career is underscored by a wealth of expertise encompassing industrial and collection system sampling, adept management of permits, decisive enforcement actions, oversight of septic hauler programs, utilization and procurement of pretreatment software, meticulous management of dental amalgam programs, and comprehensive training initiatives. Notably, Kayla has been instrumental in spearheading pivotal efforts in pretreatment programs, particularly in PFAS sampling, source investigations, and reporting across the state of Colorado.

In her commitment to advancing the pretreatment community, Kayla has assumed roles within the Colorado Industrial Pretreatment Coordinators Association, including Chair, Secretary, and Education Chair, leveraging her leadership acumen to provide network and training opportunities for her colleagues in the field. Her academic credentials underscore her dedication, holding a Bachelor of Science in Environmental Science with minors in Chemistry and Biology, complemented by a Master’s Degree in Public Administration from the University of Colorado- Colorado Springs.

Outside of work, she enjoys watching her children grow up, spending time with her husband, reading anything she can get her hands on, playing in her garden, and getting outside to enjoy Colorado's beautiful weather.

Tim Grossbach

Tim provides technical expertise to the LS Pretreatment team on major projects. With 20 years’ full-time experience in Industrial Pretreatment program operations and management, Tim is well respected in the Pretreatment industry for his work in wastewater permit management, enforcement response, municipal code development, Pollutants of Concern identification, Local Limits development, sampling programs, high-strength surcharge programs, and Code of Federal Regulations interpretation.

After retirement from a large municipality, Tim founded 403 Compliance LLC, where he is the managing member providing consulting services.

Outside of consulting, Tim enjoys spending time with his family and dogs, golfing, and camping and hiking in the CO mountains.
